Problem with node buffs ( Halcyon)

Hello, please tell me, there is a problem with node buffs in the city of Halcyon, I am a citizen of the city, I have paid taxes and completed tasks for the necessary buffs, but since yesterday the buffs are either not displayed at all on the minimap and on the character, or the buff icon appears, but the buff itself is not applied. Previously, this problem was solved by going outside the node and after returning the buffs began to work, now nothing helps, is this a bug or do I have some kind of problem? If I go to the territory of the Joeva node, the bonuses are displayed and work, although I am not a citizen of this node.
