"You are strafing in combat, and your attack misses!"
To put it simple, set a limit on strafing in combat. There are many terrible MMO games for PvP where you can do circle strafing and attack.
Put a hard limit on circle strafing no matter if you are MDPS or TANK in close combat. It's absurd to believe you can do circle strafing toe to toe with someone in armor who has a drawn weapon at the time and make an successful attack.
Sure if you're backing out of melee weapon range slow circle strafing should be possible but then you can not attack anyway until you step into melee weapon range.
How tough the restriction should be depends a lot on how you are designing the rest of the PvP combat. As an example in DAoC you have to time when you stop just before your swing.
