Someone brought this up on discord as a question but i think it would be a much better discussion,

Make it so once every 4 to 6 weeks there is a gladiator tournament where the best PVPer will win. Now if a player has not logged on in 2 weeks and they are not subbed make the tournament sooner.
You may however, be able to put out assassination contracts on them.

I think to become eligible you have to benefit the node so much while its growing to become eligible. So say someone quits the game or leaves for 2 weeks, they wouldnt be eligible for the next one. And they would be behind for the one after that so they have to play catch up.
Also what if a leader who is gone for 72 hrs can all of a sudden be overthrown by force. Maybe the mayors city hall or building can be taken over by rebels, but citizens can get a quest to attack or protect (if they are loyal to the mayor) and it can happen once a day. The defenders if successful get the node experience, and the attacks if they win take control and a new election is held.
Then i also think that a mayor should have certain responsibilities to do for the upkeep on the node, and at the end of the week if the mayor fails then the same thing can happen.

I think the issue with that is when you are on you will constantly get challenged and i can see it playing out, where the person constantly declines, or they get overwhelmed constantly while they are on. And with a game like this you will need time to do other things like working on building your node, maybe have a window every day where people can challenge him, if he isnt on then a small tournament is done for a new mayor?
Now back into make believe game world mode --- I like the political angle in the game....and I see the point -- I definitely think there should be an impeachment feature (that can lead to tossing someone out) , but of course it has to be carefully done. For the same reasons you may want to impeach someone (corrupted by power ) , the impeachment process in the game can't be easy to exploit either (or it shouldn't be anyway).
There should be a restriction on how many consecutive times you can be a leader of a node, to prevent the same people from holding a node forever.
I think for military nodes, the idea of constant challenges is alright, but at the same time, if you just WON the FFA, have you not proven yourself as the most able fighter? In fact, if you just won the FFA and someone comes up to challenge you, you should be able to say "I just beat you and everyone else here, how dare you challenge me!" and throw them in the dungeon or something. Heh.
My only fear is for nodes where a majority can vote in a certain person. I foresee very large Zerg guilds voting in the same people over and over. Age of Wushu had a school leader system that was similar. There were votes, and pvp contests, but you had to be voted in to take part in the pvp contest. And almost every time you would see the same 5 or 6 people voted in for the lead role, where 4 of them are from the same guild. Didn't really have anything to do with their abilities, and just that guild wanting the control.
Ultimately, I think it would kill the idea of a democratic vote if these large guilds are able vote in who they want, every time.
But then again, that's democracy no? Maybe we could gerrymander the districts to make the zerg vote weaker.. Hmmm.. ;D

On a side note, I highly doubt one person will be in a voted position over and over again. Opinions change and even if an alliance or agreement is made I am sure the position will rotate to other members that are apart of the alliance.
For the military node, the position should be able to be challenged quite often, but at the same time, I am sure it could become a bit too chaotic. Have the major change every 1? everyday?
Leader Election process
Military node - Torney, Winner takes leader
Religious node - Who does the most good ( Quests to help the node etc )
Science node - Election
Commerce Node - Leader = Auction style buy out.
The nice / truly beautiful part about this is that you can choose your form of government. If your leader is an asshat just move to another node.
