Stopping the spam before it begins.

I was thinking that to possibly slow down the spam of global or area shouts / say chats or private messages / mail if there is any.. for gold sellers, that maybe make them be a specific level and have to complete a quest to be able to prevent the spamming or slow it down or even to the point where they have to go as far as being a citizen ( if it actually costs currency to purchase a property)

This slows them down, but barely. Bots always find a way around restrictions.

Having this as p2p will ensure that the number of spam is limited, atleast more so than f2p games

P2P is a way of slowing them down. Also there is the Restrict acces from china, witch is also ealsy passed with a vpn, ( i think thats what it was called) but as stated above the bots or the gold vendors will allways find ways.

it sure didnt stop them in ffxiv with p2p but if there is some type of extra hoops for them to jump through, Gold sellers dont want to invest in game currency say for citizenship or have to level on top of having to pay2play

i know Tera allowed you to purchase 1 months sub and place token on market boards to sell and i dont think i ever seen a spammer. even when it was p2p for the first year. Also i believe wow adopted some kind of model like this too, my friend says but can not confirm never played wow.

please don't let this turn into a gold sellers paradise. Nothing kills a game faster.

As long as they have a in game chat filter and you keep it updated the spam shouldn't be a problem
