Is AoC free to play or not?

Sub based with referral program that could viably make it free if you’ve enough of a following/friends. Hell you could even make money off of Ashes

Yessir, this^. Try to get some of your friends to play and spread the news (in a non-spammy way, of course). If you rack up enough referrals you could potentially have it be a free-to-play game while also buying some cosmetics from the cash shop; if cosmetics are your type of thing — you'll be able to get stuff in game too.
Cashing out is also an option, but I feel like if you put in that sort of effort, you'd probably be better off making money with other methods. But 15% of what your referrals spend isn't too bad!
The game will be free to play during the alpha and beta but once it releases it will move onto a subscription model of 14.99 a month. If you take advantage of the referral system you can potentially not only make the game free but earn more money then you spend.

Check out the link that SaltAddict posted above. In short, no, there will be a monthly subscription to play the game.
