Will there be a way to progress in the game just by doing PVP?

As the title says, will I be able to get level/gear just by participating in PVP?
Fighting npc bots is extremely boring.
Will there be a way to level, without having to do PVE quests and mobs?

    Killing NPC bots for quests is boring as hell.
    Will there be a way to level up by just focusing on PVP? Something like for example enlisting in the town militia and getting xp and gold/mats from defending the town or killing player bandits in the area
