The earliest can attack another node?

Any info on how soon we can start attacking the other nodes? Does the node have to have a certain level cap/citizen count?

    Probably the earliest we can attack another node is when a village pops up.
    Once you know where one is, you can start doing things to disrupt it.

    It was stated some where that sieges can start with Tier 3 villages.

    There is also a safety timer. It was stated a newly leveled metropolis will be un-siegable for a couple of months.

    There is a cooldown times 10x the siege declaration timer.
    I think the siege declaration period was 3 days for a level 3 node.
