Citizenship - One node only?

Can you claim citizenship in more than one node?
For example, house in one node city, and a Freehold, apartment in another Node (having citizen ship in both)
Or can you have dwellings in multiple Nodes, but only citizenship in one Node at a time?

    The second one. You can have multiple homes/freehold/apartments but you can only be the citizen of one node at a time and it sounds like switching will have a decent cooldown.
