You could get quests by "over hearing" npcs in the market place or tavern. Or maybe players themselves could create "mob killing" quests. If they need say 100 bear pelts to further their crafting, instead of hitting the auction house, they'd put a notice on the town notice board offering say 10 gold for 100 pelts. The notice would then disappear, but should you fail to delver the goods, you'd get a black mark against your character, too many black marks and you become unreliable, and then won't be able to get other tasks, until you've proven your worth again, by doing NPC's related quests for the node.
Or maybe a player with a free hold in the wild, keeps getting attacked by high level NPCS, so he posts a "task" looking for mercenaries to come help him.
You maybe browse a book shop and a tattered note falls out leading you on a quest. Your class guild will obviously give you related class quests, that actually improve your class, say give extra benefits not available unless completed. These could be weapon or gear progression etc or straight up spells/talents etc.
Theres so many ways to get quests without actually "being given quests"
I personally sometimes very much enjoy to do heavy LORE oriented quest, but when I do those, I hate to be disturbed by other players, so I generally play alone or in duo with my boyfriend for example, that will let me read/ listen to the story and enjoy it.
Sometimes I'm not in the mood of being immersed, I want to chat, to have fun, and TASK are then perfect as its repetitive content that allow to be slightly distracted and still allow progression.
And then you have World events to add a bit of dynamism in a routine. Perfect!!!
