Who will be the localizer in the CIS countries?

If you can do it yourself because our countries do not have a good localizer, they spoil good projects because of donate, lags and inability to carry the problem. I'll ask you to apply serially to the localization of thanks!

    Aren't CIS countries based in Europe-Asia? How are all countries CIS? Or am I confusing the term CIS with something else?
