Question: Levels & Gear & Power in PVP

In terms of open world PvP and the stated design goal of meaningful conflict, how will AoC handle the relative power gap that occurs between players as they level & gear up?

This is a pretty simple question.

Every MMO that I can think of has the mechanic that allows players who have better gear or higher levels to have some competitive advantage outside of skill.

I have heard in one of the live streams that you are designing towards making player skill a big factor that will allow lower level/geared players to somehow be competitive against higher level/geared antagonists. Can you explain how you'd like this mechanic to work?
