There may be down the line. They have not ruled it out. It all comes down to how much trust they end of having in the community. Rust was slammed at the beginning because everyone just expected the playerbase to run around drawing cocks on everything. Instead people actually took the time and effort to create some in game art. While they still had their occasional twit that though it was fun to tag stupid shit where they could, mostly it was used for what it was envisioned for. If they were to do it, expect it to be a couple years after release, they have their plate a bit full atm.
