Will dungeon level create different or higher tier gear?

So with node progression, dungeons and quests in that zone might create higher and newer content with each level of civilization. My question is, will those dungeons generate new gear sets dropped from bosses or the same gear set only higher tier?

    Might be both

    Edit: Maybe highter tier sets and new non-set items

    As with many of their systems, they have an overarching plan, but very little specifics right now. In many cases they have stated what they want to do, but have don't even know what they are going to end up with themselves. The other side of that coin is that they don't want to release that info now to be picked apart and quibbled over by the "community" until they get their grubby paws on it to test. They are blazing away at putting base systems into place and actual terrain and content building. At this point they only have half the base archetypes fully fleshed out up to level 10. (stated max level for Alpha 0). Probably a question that might have a probable answer a year from now.
