Both arena systems could give different rewards "regular tokens vs equalized tokens" so you would still need to do both arena systems if you wanted rewards from both areas (some small cosmetics, titles or whatever IS chooses to add).
Btw. some rewards from arenas (ie. titles) could be temporary, you could spend X tokens to RENT a title for a week. That way players could not just do arena for a while get all rewards and then quit. One would need to be continually active to upkeep his title.
Anything gained from PvP arenas as a reward should be temporary, and last only as long as a "season" lasts in the arena (assuming they have them).
That way, arenas don't fade into irrelevance as soon as everyone has the title they want.
Also, I would like a ranking with win/lose statistics and stuff like that.
For the equalization, I think something like GW2's constructed PvP with gear having different stats that you can match the way you want and make your own build. Throw in some interesting enchants or other effects that you can use/proc on the gear you choose from. Keep away from the current WoW system of preset templates for every class with no way to change anything, it provides a lot of control to the developers to fine tune and balance but takes away so much from seeing unique builds and personal character customization of how you want to play.
Titles, mounts, cool looking gear. All good things to have as rewards for instanced PvP.
Also, there needs to be some kind of stat editing to balance out 1v1s. The reason for this is that some build "combinations" are virtually unbeatable for others.
But as a PVP player I must admit that I like fighting 2 people at the same time due to crafting or getting the perfect items that took me lots of days.
Maybe they could equalize the gear but only a bit, like impossible to 1shot people but possible to fight 2 people if you invested a lot in your items.
Of course there can be different kind of leagues. Hard caps (equals item level), soft caps (decreases item level difference) and no limited.
Balance in world PvP should be done with game mechanics and hopefully without massive gear disparity between casual and hardcore players. Obviously there should be some, you want to reward people for putting in more time, but it should not be as glaring as many games are. An amazing player in casual gear should be able to beat an average player in hardcore gear, that is my take. There needs to be a balance somewhere between the gear ceiling and the skill ceiling.
