Another IP block incoming for part Europe?

Looks that story repeat and part of Europe again get block in EU version if they do region lock.
99% that Mail.ru will try get license not for Russia only but as well for some European country as Gamenet do with BlackDesert and Estonia, Latvia, Lithuania can't play EU version.
This topic not about how poor EU publisher be but about possibility that part of Europe again can't play in EU version.
