i need to aske if you get som new armor peace will it be like Black desert were you cant see the change or will it bee more like world of warcraft

Both. You'll have armor and then you'll have a costume or "Skin" for your character. the skin is just a cosmetic armor that you wear over your character while the actual armor will have a look too for individual pieces. So depending on what you wear it'll be either or.

I believe it was part of april 2018's cosmetics.

There have been armor cosmetics. There have been total outfit cosmetics.
