UI - Lobby - Settings - Input - Mouse scroll not functional

Expected: On menus with the ability to scroll, mousewheel should be functonal
Actual: Mousewheel scrolling is not functional
Repro:
1. Enter Lobby
2. Top right menu - Settings
3. Input pane (if not defaulted there)
4. Scroll control list by dragging scroll bar
5. Attempt to scroll control list by mousewheel

    Addendum - This also does not allow the binding of MousecrollDown or MouseScrollUp to any controls other than the default (previous/next weapon)
