Crash - If client is closed and then started again right away then it crashes with 2 error messages

Steps:
1. Start APOC client
2. Close APOC client once it's loaded (either before or after logging in - doesn't matter)
3. Start APOC client again right away
4. Observe that client doesn't start - instead 2 error messages pop up:

- Launch error: CreateFile failed with 32.
Note: If you wait ~30 seconds before attempting to launch the client again - it starts correctly.
Expected:
You should be able to restart your client with no errors.
1. Start APOC client
