Cant Shoot Wand of Light out Into Storm

I shot my wand of light at somebody who dark pacted and exited storm to drink a healing potion. The wand of light didnt go through to hit him.
It was a fairly tiny storm circle just about to close in completely and a player should dark pact and exit the storm and start drinking a healing potion. Another person should use their wand of light to shoot this person to see if the light bullets will go through.
I expected to hit the person with my wand of light
The storm shielded that person (angelofdeath shoutouts to you) from my wand of light (it was a legendary wand of light).
