Unowned Cosmetics Not Appearing Grey-ed out in lobby

The images here in the cosmetics tab have the unowned cosmetics greyed out.

I assume that this is the intended behavior for how cosmetics appear in the armory.
In the other tabs of the armory though, unowned items have not been greyed out and you can only tell which items you don't own from the 'Add to Cart' button.

    I can get it to un-grey make them marked as seen but every time I exit the game and return the items are all marked as new again. I then have to click each one to get the notification to go away.
