some video options missing

can´t see all video options in settings menu
yesterday i played on 1920x1080 res, on low settings. i was lagging, but im certain that was my potato pc´s fault.
today i decided to turn down the resolution to 1280x768.
now i can´t see any video options other than the top 3 anymore.
when i change the resolution back they are still missing.
additionaly options like motion blur, which i had disabled, are now enabled and i cant change them because they are not displayed anymore
