Legendary item bloodlust

There are absolutely legendary items and they're not items that are attained easily nor are they granted out in a volume. There might even be items that are single items that will exist on the server at any given time.
What about a way to prevent Legendary item to be lost and forgotten by players who don't play any more ?
I thought of bloodlust to create a need to us those times. If you don't us it once at least every 20days it go back in the world.( just to allow you to take some vacation)
Don't know if there are mechanisms like this in games ...

Just do something similar here.
Castles and metros will have to have access to relatively similar legendary weapons in terms of power.
That's really the only kind of imbalance we have to worry about.
Meaning, it would only really matter if someone had a legendary weapon that made it nigh impossible for a castle or metro to ever lose a siege.
Also, like to be more about the prowess of the crafters who can make such items than the actual item itself.
I feel that there must be a way to allow others play to get access to this content if a player stop using it .
