Will mayors have the ability to initiate polls/votes for the citizens of a node? If I were mayor, I would do my best to run the node as a democracy...allowing the citizens to vote on tax rates, tax allocations, etc.

I think this would be cool functionality. What say you?

I don't think so. Mayors have the authority to make whatever changes they want. As to whether you can ask your citizens' opinions in game, there most likely will be such a thing, maybe like a notice board or something. Regardless, if you make poor decisions and you belong to a scientific node, the citizens can just vote you out in the next monthly election.
