Factions in AoC are player made and can fluctuate because players can drop guilds or citizenships at any time and join another guild or citizenship. The main evil in AoC is corruption and corruption doesn’t seem to create exactly vampires or werewolves. It creates corrupt creatures and corrupt creatures are to be exterminated... they are not a desirable player faction. I really don’t see how this idea would “fit into this world”.

The way to balance additional templates would be to add the vampire / werewolf templates to horizontal progression, meaning that abilities from other horizontal options (such as religion, thieves guild, etc.) would be given up for the new template. I am not sure that this idea would fit in Steven's vision of Ashes.
