Imagine a world (Gruesome PVP Combat Descriptions) - Not for the faint of heart

You log into the server you picked just after installing the game all your friends got you hyped for. After completing the starting quest and achieving your first mount, and set of beginner gear you notice an odd crowd just on the edge of the next zone you were prompted to enter. You cross the border to the next zone and *BOOM* you're dead; You just got farmed by the group of epic pvp gamers that prey on the new players to their server.
You get reassured by your friends that it's normal for that to happen and they encourage you to just forget about it and they say they're going to come and get you from the border and take you to the nearby town. You type /sit and begin to wait for your friends.
-Time Passes-
You see your friends approaching the border of the zone you cannot enter due to the group of epic pvp gamers. As they get closer you notice that the group of epic pvp gamers starting to notice the small group of friends making their way down the path. *The epic pvp gamers all cloak and setup an ambush* You try to tell your friends there are a group of epic pvp gamers but they're still laughing at you for dying to the group of epic pvp gamers. *All your friends die and lose the materials they were bringing with them to give to you* One of your friends gets mad at you and begins to cuss you out for not telling them that there was a group of epic pvp gamers. You tell your friends it's no longer worth it and that you've wasted 4 hours of your evening just trying to leave your spawn to play with them. *You log out and uninstall the game*

Those in the starter town island were blocked from getting to the port to cross to the main land.
There may have been a few that got overly frustrated, but in my case, I recall losing my gear twice when approaching the port, then returning with a much larger group and turning the tables.
A few of us walked away with better gear than we could have achieved the way we were playing at the time and the joy of overcoming the conflict was far greater than the prior frustration.

Complains about PvP and that it will lead ppl to unistall, then switches it up saying his squad of elite kids will lead players to uninstall.
That is not dead which can eternal lie. And with strange aeons even death may die.
Since there is no deleveling, a max level character is not affected by experience dept (unless there is a reputation/faction kind of exp). Losing gold and materials can be easily avoided by not carrying any when planing to mess with lowbies. Crappy gear is probably enough to massacre them at first. The only real penalty is the combat prowess degradation, and that is only if their targets had been non-combatants and didn't fight back.
A call for help from the lower levels (some may be alts with friends and guild mates) would bring other high levels, with no penalties to their combat prowess and in normal gear, to defend the area. Switching character for a time can work on the patience of these defenders. Log on an alt elsewhere in the world to level or mess with other people and come back 30-35 minutes later to kill a few more. Switch back. You're now wasting the time of both the lower levels and the higher ones. Some people like to mess with others and call this pvp, I can't fathom what's the fun, but grief play appeal to some, even if only for a few nights.
I doubt this will become "a thing" in AoC. Oh, it will happen, but I don't know to what degree and how players will deal with it.

You don't delevel but having an exp debt will weaken you in combat as well as reduce drop rates from monsters (just learned this one).

Dual Shields is a stupid concept. It's like rolling with a raid group that is absolutely terrible at raiding as a healer and no matter what you do everyone keeps dying. The same thing will happen to the dumb-ass person who roles a 2 shield tank, he may be able to tank everything but eventually the rest of his team will die and he can do nothing about it lololol.

Current death penalties. These scale with increased debt.
Skill and stat dampening
Lower health and mana
Lower gear proficiency
Reduction in drops from monsters
Drop a percentage of raw materials
Damaged gear (Repair costs are intended to matter)
Additionally,
Removing corruption through grinding will be impacted by xp debt.
When an expansion releases with additional levels available, then the previously max level character will have to clear debt to continue leveling.
You are just asking to get ganked, you know that
All these depend on death and corruption. Levels difference can reduce, if not eliminate, the risk of death for the high level. That will depend on how much levels make a difference in the power progression. Maybe it can be mitigated with numbers: if only a few low levels are enough to take down a max level player the hypothetical scenario of this thread won't happen that much. As for corruption, the butchered low levels would have to be flagged as non-combatant for the attacker to receive any, thus even that is not guaranteed.
