Hello,
"Persistent" means that the Alpha-2 servers will be kept up all day and night until launch.[1]"
If i understood well that's mean from Alpha-2 to launch we will get limited content to play? We can play in a limited way and under the threat of a character wipe? :D

Yep, and then it will become the main Test Server. So, once it's up, go cuh-razy!!!

As Alpha 2 progresses, they will add more stuff as they complete the development of those features. At the start of A2, it might be barely better than what A1 was, no classes implemented, no naval content, map might be way smaller than the launch map, etc. But as A2 progresses, they will gradually add this stuff as they complete it.

So yes, at the start of A2 there might be very limited content, then by the end of A2, there might be quite a lot of features that the final product will have. Yes there will be character wipes during A2, it's a test after all. Expect one day you'll have a level 40 character, then the next they'll delete your level 40 and make every character level 20 in order to test some content that is balanced around level 20s.

The rule of thumb I use whenever I test a game is never to get attached to a character, because you might lose it at any moment, either accidentally (due to a game-breaking bug) or by design (the devs wipe the server).

Do remember its to test the game not to play as a full MMO

That said, it's probably the best way to get into the game early. Beta's are short phases so if you really want a head start on picking a class and things like that going with an A2 pack isn't such a bad idea.
