Will there be a sort of town crier, a fully voice-acted NPC, which would announce node events in real time? I.e. declaring an upcoming war, when it's happening and with who.
And here I don't mean that the NPC announces it only when you come up to talk to it, but constant, or at least occasional announcing.

Announcements like node events and sieges, etc will be done through the chat channels. As far as I know there are no plans to have a town crier NPC for that kind of thing.
