UI Customization - will elements be movable/scalable.

I have heard on one of the dev streams that UI will be fully customizable. How exactly is that "fully" going to work? I couldn't find any information about it.
I'll be honest, my main concern is hp/mana bar being on top left corner. Absolutely cannot play like this, this puts gigantic strain on my eyes constantly looking up, so for me, it needs to be somewhere around the center.
My question is: will UI elements have basic stuff like: position and scale?
At the very least, your/enemy hp bars, action bars.
For action bars something like position, amount of rows and columns i guess?
