Little bit stuttery at 1440p Ultra (seems to have resolved itself)

I have a AMD Ryzen 3900x, 128gb of DDR4 RAM 3200MHz, an EVGA 3080 FTW3 Ultra.
So far the game looks amazing on Ultra.. but. There is a bunch of stuttering issues.
I'm not sure if this is optimization issue or if it is a server side problem. Going to try lowering Quality to see if it fixes itself.

    Interesting , other than resolution changing I see no difference in the quality in game graphics. Nor do I see any difference in performance .

    I did actually find a couple programs running in the background that seems to have solved the issue thankfully, minus some very small occasional stuttering that i'm not even 100% is happening or i'm just tired lol
