BUG : Changing Graphics level while in action targeting mode disables input from the mouse

Please note that if the user changes the Graphics level for example from ULTRA to HIGH while the targeting mode is set on action, the mouse input does not work anymore / the camera cannot be moved. The workaround is to press Z again to change to tab targeting

Steps to Reproduce:
1. Boot the game and load a character
2. Press 'Z' to change to action targeting after the character is loaded into the world
3. Press 'O' to bring up the Options menu
4. Change the Graphics level
5. Accept the changed settings

Expected Result:
The Graphics level has been changed and the user can continue his gameplay

Actual Result:
The Graphics level is changed, but if the user is in action targeting mode, the mouse input does not work anymore until the player presses 'Z' to change to tab targeting

    *Note: Actually once the user accepts the graphic changes, it seems that the game changes targeting mode to tab targeting, but the ui is not updated. Meaning that the action crosshair is still displayed but if the user keeps the right mouse button pressed, the camera can be moved again.
