Gating NPC Behind Quest Objectives

Firstly I must say that both of these situations happened the other day, but I didn't consider them bugs necessarily, so I didn't report them as such at the time, meaning that I may have a small detail or two off, but otherwise the primary issue remains. They do seem like design issues and now that I'm seeing another result as of that decision I was instructed to give my feedback here. Shoutout to LieutenantToast by the way for directing me here, hands down one of the most helpful individuals I've ever seen.

My initial discord post:
As an example, the other day I was doing the crafting sword quest first and I gathered all the materials I needed and made the sword. One thing I noticed though was that I needed to talk to the blacksmith to turn it in. I ended up having to abandon a different quest first, so that I could turn in the sword quest. Then I had to reacquire the 2nd quest once again.

This issue I'm having now seems to be much the same issue if I'm understanding the entire situation properly. It seems as though everything at this NPC is gated behind the first part of this crafting wand quest (or sword quest I assume, depending on the order you do them). I feel like you should be able to talk to the blacksmith and buy stuff from her as needed despite being on any quest.

Separately there was another instance where I couldn't buy a schematic to finish a quest due to being on a different quest. I ended up having to abandon the other quest, buy the schematic, make the item, turn it in, then reacquire the item. I think this instance was prewipe though on Resna.

In regards to all the situations above, I believe they all involve the Wand and Sword quest in some capacity and in either order, I believe. I think the fundamental issue is that I feel like you shouldn't be locked out of a vendor NPC due to a quest, especially when it's entirely possible that by having 2 quests that are functionally the same, they can effectively lock each other out if quest objectives are not done in a very specific order.

I would love for the vendor to have 2 options when on the quest. One to ask about the quest progress and another to ask about buying wares.

Feel free to ask any followup questions, but just wanted to add my thoughts for everyone to read.
