    Following is quoted in the wiki:
    All three categories of quests will be available from a variety of local, hidden and discovered sources...

    Don't think we know yet what exactly those "hidden sources" will be. In A1 for example, we were given a quest by taking an amulet from a corpse that could be found in the open world.
