The proposed block mechanic

Personally im not opposed per se to it being added however i feel that if added it shouldnt be done in the same way as ESO where its just a flat damage mitigation like say 50% on block. I feel that the way it should work is the same way i have heard others propose it to work which is a timed block system although i do have my own nuance to add to the idea.
Ok so essentially the idea is that all weapons can block but the shield as well as i feel the spell book (the spell book should create a magic ward infront of you when you block being basically a magic shield) can block better with so long as you block withing a certain window of time with shields and spellbooks as mentioned not only blocking more but also perhaps having a longer window of time to get the timed block with getting it means your weapon takes minimal damage and you get the max block mitigation that will be allowed, whatever that max may end up being. now where my idea goes on its own way is that i feel you should still get moderate damage mitigation so say the max is 50%, than depending on the size of the weapon and its type you can get anywhere from say 10% to maybe 20% mitigation even on a failed time block but the cost will not just be MORE stamina but also your weapon will take all the damage that gets mitigated so say you get hit with a say 5000 damage attack and miss the timed block with a sword and so it mitigates maybe 15% of the damage meaning your sword takes 750 of that damage that was meant for you (ik the damage is probably only boss level attacks but its really more so to make the point clear)
Basically it means anyone who carelessly holds block not only wont be stopping much damage and so as such wont be the imortal gods we see in ESO as i feel each class should have a role and if your role isnt tank that you shouldnt be able to solo things like dungeons or world bosses as that way pve stays fun no matter what you do since your likely gonna pve wit ha team anyways and pvp and especially 1v1 pvp doesnt feel like a contest to see who runs out of resources first and so fucking finally dies. personally i feel this would reward skilled players and allow the devs to make bosses use moves that are undodgable but still managable by good players who understand the timed block mechanic.

My idea would be more like:
1 - blocking stamina - Holding block and taking hits depletes stamina and regens when not blocking. Reaching 0 stamina give a regen penalty for a few seconds, basically putting block on a cooldown.
2 - Flat defense - Every weapon/shield has its own flat number of defense, of course shields would have much higher defense. For example, if a shield has 500 defense, it will block any damage up to that number, if it exceeds that value you will take the excess damage, so 600 dmg on a 500 shield you take 100 dmg.
These 2 combined, would make sure no one simply blocks infinitely
well i did think of that but and honestly i would be fine with either especially say if you have the primary or secondary class of tank than say you get your shields dmg absorbtion as what you proposed would be absorbtion and not mitigation and i personally agree with that idea but none the less, say having your primary archtype as tank gives you perhaps double the shield your usings current absorbtion so that 500 would go to 100 and than perhaps anyone who takes the secondary class of tank gets perhaps half of their current absorbtion so say a fighter/ tank is using a sword with 100 absorbtion on block with they get an extra 50 absorbtion bringing it to 150. i still feel the timed block system should be added with shields having a slightly easier time doing it as in either version of the blocking system a timed block could save your stamina or your shield/ weapons durability depending on the route intrepid goes down and personally i feel it rewards good players who learn all the mechanics or at least all the mechanics related to their class and job in a fight.
