How strong can gear be?

Will specific players be able to gain more power than others by completing "hidden" quests/bosses and getting very OP items resulting in a few legendary players with unique playstyles and a name remembered by all, creating amazing moments where seeing such player in the attacking team for a siege might lead to moral downfall and other cool ideas.
if anyone have an idea for any comfirmed information i would be glad to know about, thanks

    Legendary world bosses can drop legendary equipment (or materials), which is currently planned to have a 6-12% increase in base stats. There's currently no word on legendary equipment being able to significantly change the playstyle of a character.

    Gear has approximately a 40-50% influence on a player's overall power in the game.
