More specific something similar that The Elder Scrolls Online have.
Or maybe like after making specific achievement u receive special skill as reward ,etc.

There are augments that are race&Religion locked and influence skills.
But as per what has been indicated. You can only use skills from the primary and secondary class you select. So they are class locked.
Skill from Primary Class: Locked
Secondary skill from secondary class: Augments primary class and might be additional skill options
Weapon Skills: Unquie to the weapon you choose
