Quality of gear versus method of aquisition

Please let me prephase this by saying I am not familiar with everything Ashes of Creation. This question may have been answered already.
I was initially led to believe that the very best equipment would be hand-crafted, and raid loot would be comparable.
In a recent video, Steven explained that the best in slot items would only be aquired from killing open world raid bosses. Have this changed over time, or did I initially misunderstand loot aquisition?
I am perfectly fine with limiting the absolutely best items to raid drops (or best crafted items requiring raid dropped components) - but if active players can simply raid for top end gear, would that not diminish the value of mastering a craft, and collaborating with other players to collect, refine and craft high end equipment?

But, the legendary loot drop emphasis will be in the open world dungeons and instanced raids ... in addition to crafted.
Which aligns to Steven's most recent comments.

Nope, these were established guilds. It can happen to any guild, not to mention people taking all your money out of the bank from people you trusted. Happens way to much now a day.
