Question on Capping the creation of top level gear - Crafting profession question

Wondering if AOC will enforce the scarcity of top level gear similar to how other games do?
For instance in other games the best gear is random drops from top level raids. According to Steve the best gear in AOC will be crafted.
However how will the best of the best be capped? By random stats or a random roll on each item when its made?
If the gear is not capped what stops top level crafters form flooding the market or hording the gear?
Could AOC implement something similar to how Black desert online handles crafting where the crafters are incentivized to reach a tier in the profession by crafting and selling and that the tier resets on a set time limit (monthly or quarterly).
wondering if it is an interesting idea if the top level crafters are the only ones that can create the best gear based on how much/quality gear they can create in the previous period.
personally i think it be cool to only be able to get the best gear from a group of top tier crafters. Like server famous crafters that you have to seek out and pay a fortune to get the best gear. Or is this stupid?

    Crafting dials that make each BiS specialized to different classes, so there's no singular "best" item. Gear decay that serves as a mat sink. Rarity of those mat drops, by controlling boss respawns so that there isn't thousands of mats for BiS items. OE that will destroy your gear (we don't know yet if completely or just decays it to 0), so yet another mat sink.

    Those seem like a good way to control "Best" items in the game.
