Originally I had: 4790k GTX 770 16GB RAM In 2017 I upgraded to a GTX 1070 and 32GB RAM. This year I upgraded to a RTX 3070. The 4790k is still kicking ass, but I can definitely feel it struggle and/or bottleneck the GPU every now and then.

Some games are both CPU and GPU hungry, so I can definitely tell when my GPU is chilling at ~70% usage but the CPU is at 95% and the FPS is struggling to maintain 60. This happens a lot in Rust (even on low settings and 720p, Unity that game is poorly optimized), but I believe it also happened in Ghost of Tsushima @1080p, so I turned the settings down to maintain a high FPS. Personally I care more about the FPS than the resolution/graphics, so I usually downscale and/or lower graphics of the games I play to get the highest FPS possible. I haven't really played an MMO in ages, so unless Ashes makes me, I won't be switching from my (2x) 1080p@144Hz setup. That's the reason why I upgraded my GPU twice. First time it was for PUBG, that game was awful fun in the first 6 months, good times, but the FPS was a struggle. If I were you, I would stay away from the 1080 or even the 1080Ti because it doesn't have RTX ray tracing which might become a big deal really soon. The RTX 20xx family is pretty good, but I feel like the 30xx improved it a lot and it's worth paying a bit more. If you are able to grab any 3060, 3070 or 3070 Ti for a good price, I wouldn't think twice. And they probably have a lower TDP than your 970, so no need to upgrade your PSU!
