I agree with most of what @Warth said. However, I think that gold buyers should not be 'punished' as he suggests. I think they should be Perma-banned. No warnings, you buy gold your account is banned forever.
Yes, have this as a part of the EULA, spread the word effectively, and stick with it.
Perhaps if a guild leader gets the perma-ban, don't allow the guild leadership to transfer. Word will get around. If IS loses some customers, those are customers they can do without. They will certainly gain other customers and lots of others who would have quit the game due to gold selling will stick around.
