Walking in Water vs Land Speed

If there are weaving rivers, streams and bridges and passes over, I hope that travel through the river has consequence so that it is something to think about in pvp!

ie faster to go further up stream to cross the river, slower and more vulnerable to cross a river

I want to see wet clothing effects from players crossing or swimming through water. Or mud effects from swamps, or dust from mines.
