Intrepid claim that in-game stuff will look as good as the shop stuff. Also, the current bundles cost a ton of money, so on release the people who have those costumes will be a tiny fraction of the whole playerbase, so I doubt that they'll be influential enough to make in-game cosmetics obsolete.
As @NiKr touched upon, Intrepid states that the cosmetics will all have in-game "variants", that you can loot/craft/buy/find. In addition, they've reiterated a few times that the "best looking" variants will typically come from major accomplishments, like raid and world bosses.
