GvG guild vs guild - PvP

Hey,
So I know there is guild vs guild combat in the game, where you can declare war on another guild. But I was thinking about territory wars. Lets say a town has a dungeon in the area or have some resscource, that they want to protect. Maybe sell it instead of having people harvest it for "free". It would be a cool idea, both from economics & dominance perspective - that a territory could declare war on another territory, without having to siege it. To keep it for members of the territory to harvest/camp/grind. So there would be open war, with no PvP penalties in the territories, only for the people who are citizens of the towns. That way they could actually control their own area. If someone wants to build up a hub somewhere, they would know that the neighbor is hostile, and that they would have to make the decision knowing, that they would probably be involved in a war to discourage people from bullding close. Maybe it could arranged that the new town pay a tax on resources to make some sort of political deal or whatever.
There is probably alot more incentive than I can dream up here. Just a thought.
