Overall you will find that this is the flow of Ashes, as its designed right now.
We haven't yet seen much of the direct plans relative to RP 'protection', and most vocal forumers from my data range from 'we don't believe in this' to 'freedom is the point'.
I'm aware of multiple that disagree with those views, but those people post less often, as you'd expect. Since you're addressing the Creative Direction of the issue, the tl;dr is that, like most things, they have promised to do something about 'something that might be related to this', depending on semantic definition.
The only thing I can add is that those who have information about Steven/the team from the past (which I personally don't feel bears much relevance) indicate that there will not, in fact, be much done about this beyond what the posters here have said, as it is supposedly likely that the dev team has the same perspectives as said posters.

Why do they need such a scary, big, diverse game world? Apparently they like it too, at least as a background tool. At the same time, their microcosm is a priority. But they don’t want to expand it, because it will immediately collapse due to the shaky nature of its foundations.
Therefore, they decide to limit the overall game world. After all, the consequences will fall not only on them, but mainly on ordinary players, who will be obliged to comply with an extra set of far-fetched rules. Typical roleplayer egoism.
I consider the conscious choice of such a worldview to be sufficient grounds for sobering up roleplayers using any in-game methods. Roleplayers who put their fantasies above the gaming world will be stopped.
But I do not consider RP what actually should be, me playing the role of a warrior, mage, healer etc like D&D rpg players do. It could be if the game would be played solo or coop by a small team, but in a context of a massive player presence, where everyone is racing to level up and be as good as possible, is hard to immerse yourself into your role. Private instances with story might help.
