During the caravans on either side can the bounty hunter find a target that is marked as bounty hunter target and still have the special bounty hunters abilities to take down the targeted ganker of others?

How is that lame ? In Age of Wushu you could be a Bounty Hunter. When someone pkd you you could place a bounty on them and Bounty Hunters could track these guys down to collect the bounty. I think its a rly cool mechanic.
If a red player is in your group and you have a Bounty Hunter in your group I hope he can just engage the red and collect the bounty.
To be honest, personally, I'm completely fine with this. I come from PvP MMOs, and to me, people like that add flavor to the worlds. I still remember how we bullied a griefer guild that tried to harass low levels in our area for so long that they eventually closed down their guild and left. We PKed them so hard they were permadead for weeks, unable to do anything in the game at all, forcing most of them to leave the guild and leave the noobs alone to be socially accepted again.
I think a fantasy world where everybody is a nice person is less interesting than one that has bandits, thieves, and lunatics not only as NPCs but as PCs as well. I know from experience in other games that the social aspect in these games will be the biggest anti-griefing mechanic. Have a griefer that bullies you? Try to find friends and bully them harder. I personally think this evil playstyle should be possible because I believe the social aspect alone is going to make it so maybe 1-5% of the player base will be griefers, and they will be outlaws on kill-on-sight lists, unable to get close to any high-level node because there are too many people around who would kill them on sight.
So, they will just lurk around in less inhabited areas around lower-level nodes and fall behind in progress to the point where you won't even have to bother with them in your day-to-day experience. While they still give flavor to the world by being essentially player bandits, which makes this route more dangerous to travel through with your caravan, for example. It makes the world more immersive while not being an overly negative experience and it gives reasons to surround yourself with good players and also maybe players of different specializations. Like I'm not a PvE player, but I can kill your griefers if I get some of the boss loot.
And that's just the social dynamic. Then there's also the Bounty Hunter system allowing PvPers like me to progress in the game by killing griefers. I'm going to do that all the time while no battles or sieges are going on. And others will as well, I think. I really doubt non-PvP players have to worry too much about getting griefed.
There definitly will be bountys in Ashes of creation since there wil be a reward for Bounty Hunters when they hunt down a target. The question is how bountys will work. We dont have much information on that yet.
You can do Pve to get rid of corruption wich is good but as a bounty hunter i can still hunt u down during that time. You wont just get rid of your coruption by killing 5 mobs.
And while you can make and alt first off ppl can kill you faster then you can kill you with your alt plus if you want to make 2 character your gonna be much weaker on your main account because there are so many areas where you can progress on your main. If your weaker on your main your not gonna be able to pk players that focus their time into 1 character becasue they progress twice as fast as you.
Also if anyone sees you trying to cheat the systhem like that theyll probably just report you.

Also the pk can do PvE and wash off his corruption or just use his own alt to bounty hunt his pk alt and scoop the loot for himself
Bear in mind that Arya-Yeshe is a hard-core ganker PKer and wants to do nothing but this in-game. It makes all their posts more understandable. They just want to be able to be a murder-hobo with no consequences.
Like you said, there are no bounties, but there is loot. So is that still not a bounty?
And it's not exactly easy to follow yourself around with an alt, that is probably low level, doesn't have the carry ability to loot everything, and you still lose exp killing yourself with your alt.
And washing off the PK will take time where you can be hunted multiple times before the PK is cleared.
The only point I'd make is PK should not be able to trade to an ally.
Definitely the loot is a form of bounty, still this is easily circunvented by having an alt, friends or guild. I am certain people will wash off their corruption and keep their loot. Ultimately, the only inconvenience for the pk will be the process of cleansing their corruption in a controlled manner
Very bad people advised Steven in regard of bounty hunting and corruption, this aspect of the game will be a big flop
