    did he say in the Kickstarter that players wont be perma flagged in the open sea or did he just say that there will be open seas and naval combat?

    I'm not sure what he said exactly about the open seas, but if the original vision was that there will be open seas and naval combat, then that hasn't changed. how that is balanced wont change the vision.

    In 2018, Steven specifically said that Ashes would not have permanent zones free of Corruption-flagging and that Corruption-flagging would be in effect across the entire map.

    The Open Seas is a change that was added and announced around Sep 22.

    Naval Combat was a completed Kickstarter stretch goal.
    It is not synonymous with The Open Seas.
