Lesser Dragon Mounts

Are there currently any plans for "lesser" dragon mounts, commonly called Drakes (though the Drake of the Canopy looks like a full blown Dragon), that will be available to everyone?
Any skills they have should be watered down, they shouldn't be in the same league as Dragons, but they provide all of us some small snippet of what flying a Dragon might be like. I would also expect these lesser dragon mounts to only be obtainable via the player market (e.g. taming/animal husbandry).
Please note, I appreciate that Dragon mounts are reserved for Royalty (Castle Kings/Queens) and Mayors of Metropolises, ensuring they are rare and impactful beasts, but 99.9% of players will never experience these beasties. I am just looking for the "poor mans alternative".
