Resurrect Animation Effect

I was watching the animation and spell effects for the Cleric and noticed that it appears as though the spell is dictating the speed of the casting for the Resurrect spell?
In other words, it appears that the spell animation is occurring before the spell cast is complete. This makes it look like the caster is moving after the spell is cast, instead of before. Specifically, at the end of the cast, when the caster is waving his arms, the spell is already done.
This seems incorrect.
