I am experiencing a persistent issue despite multiple attempts to repair and reinstall. A dialog box appears with the title of this discussion, preventing further progress.
Any assistance would be greatly appreciated.

That is a Direct X file. There must be an issue with your installed version. You can try manually installing it from Microsoft.
