Unable to Complete The Sweat of Your Brow - Wood/Stone Step - Abandoned Multiple Times

I have a Bard on the Resna server that is unable to complete the first few steps of The Sweat of Your Brow quest.

First time through I successfully got to the point where I gathered the granite and made the shoddy blocks, but when I approached the turn in NPC it wouldn't let me turn it in. After trying to make more and logging in and out I still couldn't turn in.

I abandoned the quest and started over. At that point I could no longer get it to register that I made the Weathered Oak Timber.

I tried to destroy the wood axe and mining pick from the quests just in case that was part of the problem, but I can't unequip or do anything with them. I've attached a screenshot of the quest steps I'm stuck on and whatnot.

I have a cleric on Lyneth that has successfully passed this point and is on the harvest some flowers step.

    I am having the same issue at this time on Resna, has there been a solution I can try when servers come back up?
