Disconnect Re-Log Grace Window Needed

Despite assumptions stated by some, there is currently no mechanism in place to allow those who are disconnected to quickly log back in. Testers who are determining what causes disconnects are unable to effectively run trials of elimination and confirmation when they must wait 30 minutes each time they need to reconnect.
When attempting to log back in seconds after getting booted, we are placed in normal queue. To facilitate testing at least, a grace window should be provided before the place in the server is forfeit.

Both disconnects and logouts should have their own grace period.
Disconnects should have a 10-15 minutes grace period, since you don't choose to get disconnected from the server and you don't know when you'll be able to get back in. Essentially, your spot is "stolen".
Switching characters should have a 2 minutes grace period, since you chose to logout and switch characters your spot should not be taken away.
